1) The connection speed and the downloading speed are in diferent measurement units, connection speed are Megabits per second (Mbs), downloanding speed are Megabytes per second(MBs), 1 MBs = 8 Mbs. for example, if you have a 200Mbs internet conection, your download seep should be 25 MBs (200/8)
2) The speeds shown at the network and sharing center are the speed of your connection betwen your pc and your modem/acces ponit.
the best you can do is conect your pc through eternet cable and stop any other download.
even with gigabit lan you will still be limited by your isp or modem/router
ex. if you have dsl 1.5m youll be lucky to get 150k/s download speeds
check your internet connection speed with http://www.speedtest.net/
from your own computer, scan for viruses, then restore game via steam game client.
steam will install the game and verify if you have the license to play the game.
