Yeah you surely can run dota 2 with these specs actually my pc with spec are little bit bad and i will with no lag so yeah

Yes. Dota 2 is a toaster game, so you can run even on high details. Except graphically demanding games your PC should run most games here.

Try a lower resolution , or try to lower the amount of caps. Also you could lower all other settings.
