Steam wants to start my partial download from Scratch??

so, last night i downloaded 20 GB worth of MGS5. then, in the morning, i went to finish the download but steam just started downloading the entire thing again. from scratch.
the game itself is around 21 GB in total so all i need is the final 1gb.

I managed to dig through the steam "downloading" file and find the game files for MGS5, so i copied them and put them on a seprate hard drive for now. the folder clocks up to 20gb so its all there. heres a pic.

so my question, is it possible to add those files i have already downloaded into steam and continue on with the download? because i dont have enough GBs this month to completly download it again.

@BakaBread - You're able to transfer over the files to the original Steam path the game is installing to, and then "validate" the files of the game, then it'll download the remainder of the missing files. Additionally, you're also able to use customized installation paths for games across any of your drives for future possible reformats, or anything that might come up (resulting in you keeping all your games safely stored so you won't need to redownload them in the future).

i found the game folders in a steam temp folder, it was named (a random bunch of numbers, i cant remember exactly) since my cut and paste removal, i dont have a folder to place these in.
now steam is back to "install" rather than "resume"
so now... will it work if i make a folder in the comman steam path named "Metal Gear Solid the Phantom Pain" and continue to install, then verify integrity? or naa?
