I wonder though, why doesn't your friend want to just buy this game from his own Steam account and send it as a gift to you?
But I wonder won't that be the same if I was in that country, bought the game, then moved to another country? I mean if this is not legal, then we can't play some game if we move to another country!?

Not only is against the Steam Subscriber Agreement, and the best way to get your account stolen, but it simply won't work. The purchases are not region bound. If you open your account in your friend country, you still would find your country store at your country prices.
