No. Digital or Retail keys can not be converted into Steam Gift items, the license does not allow that.

Some retail sites allow you to purchase games as gifts in the checkout/billing screen but if you've bought a flat code; you either activate it yourself or send the code to a friend in message form outside of the trading window (not recommeded - only do this with trusted friends)
