Yes.

I routinely leave my laptop on overnight with the screen off running a game. I also run card-earner games in the background while I'm working on the machine too.

So long as the steam website says you're "in-game" on a game that you can have cards for, you're earning cards.

No, not a good idea. That slows the whole process down, so only run one game at a time.
