it says that I can not delete the folder

Steam complete closed then delete C:\Users\(user)\AppData\Local\Steam\htmlcache
Run Steam and problem is fixed.

I have the same problem, I've deleted the folder and didn't solve it.
This is a browser add-on virus. If you ask here, i would advise to go to Support/forum of your trusted AV or Firewall as asking here shows you are not familliar with malware removal.

I know here on Steam there recently was a complete removal guide posted by one of the Moderators but i can not find it.

Warning. Here on Steam as well as in YouTube video's i see a lot of incomplete advise concearning DNS Unlocker. The virus would not completely be removed following these. A video on YouTube that i thought was a good and complete example for removal then showed web-adres for professional help on a suspicious site. Google & Bing show more suspicious sites "helping with removal" then i am used to seeing when resarching malware in general. (Suspicions according to WOT and Trend Micro site-advisors).

On a sidenote, for the DNS Unlocker i have to agree with
