Discovering existing files then tries to redownload the whole game
I am copying installation folders for games over to my new PC. It says "Discovering existing files" then proceeds to try and download the entire game.

Why does it do this? It spends a good few minutes discovering existing files then just tries to re-download the entire game installation.

What am I missing here?

Thank you for this, I did not have to download the entire game all over again.

For me this is the ultimate fix for this issue, however I think it is still missing out a couple of important steps. After step 6, copy the "appmanifest_25XXXXX.acf" file to somewhere safe (probably a different drive) for later.
Now, follow step 7 after which the .acf should be missing from the steamapps folder. Then go back to the steamapps folder and paste the file you recently copied.
Finally, follow step 8. Steam will now discover the files and install the game.

Note: I tried this for Counter Strike: Global Offensive, so the .acf file, in my case has "Counter Strike: Global Offensive" next to "name" instead of "Rocket League".

I really trust that this will help.

I tried to do this on Apex Legends, and still not work. It keeps redownloading all over from 8gb. I don't know where that 8gb came from but the PC where I copied the files have the latest version of it.

I tried Apex Legends too, which I had copied Apex from my 2nd PC to my main PC, tried copying the whole files and hoping that Steam verify them in one go. Then I realized I stuck on the same problem. So what I've done : Go to Control Panel > Network and Internet > Network Connections and then disable and enable your Ethernet/Wireless Adapter (depends on what you use). Tried again and bam it works - at least for me. :)

Wonder if valve will ever fix this? I've literally had this problem for years now, trying to redownload a game atm and none of these are working for me sadly its just really irritating that they haven't found a way to actually fix it, maybe I'm missing something, I'm not too knowledgeable on this stuff so maybe I'm blaming them for nothing lol

Steam has a backup and restore feature

If you don’t want to use it, that’s not steams fault. It’s not steams fault people use years old bad advice on how to “move” game data

If you don’t use steams authorized working method don’t complain your hack job doesn’t work

Well I didn't use this just for nothing, I lost my download how could I back that up? I've always been able to bring it back using this method aswell, I think you're misunderstanding I'm not using this method to back up my games, I use this method to take back lost data that steam caused because it somehow resets downloads when an update comes in, unless you mean something else then apologies. I wasn't able to download it in the first place basically and it was almost finished downloading until steam suddenly reset it.

I think you're misunderstanding I'm not using this method to back up my games, I use this method to take back lost data that steam caused because it somehow resets downloads when an update comes in, unless you mean something else then apologies.
I think he has misunderstood. Most people here are dealing with Steam's stubbornness with detecting files rather than issues with restoring a backup.

Satoru is right that backups should be done through steam as they're likely to cause problems if done manually (such as files not being recognised due to changes with updates), but the issue most of us face is in moving games around. Steam now has a way to move games within the client to avoid problems, but that only works within a system.

I've had to deal with this issue countless times when transferring an up-to-date version of a game to my wife's computer, and it will just refuse to check for files and try to replace them.

Valve has left a few frustrating things broken in Steam but they're making improvements here and there... I hope they focus more on making it stable than feature packed.

I was having this issue after copying 92GBs of Borderlands 3 from a friends laptop. Steam took a bit of time to verify the files and then started downloading everything.

I stopped the download, uninstalled the game on Steam so it wasn't "stuck in the middle" and went through the files my friend gave me.

I found the biggest folder (which was called Content in this case, accounting for 99% of the files) and deleted everything else in the folder that I had copied over. I restarted the install and after verifying, the game was at 99% downloaded and wrapped up in a minute. Hope this helps!

I know this is a late reply, but in case someone else finds this thread (like I did looking for a solution), I found something that worked for me.

This "ignoring of existing files" seems to only happen when there's something else at the top of my Queue and downloading. So the simple solution for me was to just pause any other downloads BEFORE installing the game I've copied.

If you've already started installing the new game, just pause and cancel it, and then Uninstall it in the Library before trying to install it again. The files should still be in the steamapps/common folder, so you shouldn't have to copy them again.

EDIT: Like mentioned above, some games just seem to ignore this.

Hey, I'm struggling with sea of thieves, I've done the copy files thing before and it worked with this game but now it's not working, so ended up finding this.

My question is that if I uninstall the game won't it delete my files?

If this was the biggest file, won't you need to do like a whole big install of data then? Just asking because I'm struggling with sea of thieves and found they also have a content file

It depends - I'm not sure I understand. You seem to say it has worked before, but now you're trying to install again (maybe a different computer) and Steam won't discover files.

Are you sure the location Steam is trying to install from is the same as where you've copied the files? Steam now lets you choose any folder/drive for games, but by default it should be C:\Program Files (x86)\Steam\steamapps\common but check what folder name Steam creates when it starts to install, as it may not be identical to the game's name or folders from other versions.

As for the if the files will delete...

If you had the entire game installed, uninstalling will remove all the game files (but your saves should still be on the computer, though the location varies depending on the game). If you were getting Steam to discover existing files and it was interrupted or couldn't find the files, then uninstalling shouldn't remove the game files either.

I'd still make a copy of the game files elsewhere if you don't already have them though. Always best to be copying to Steam until it installs successfully. I'm not exactly sure how steam behaves with removing files, but it only seems to delete files it knows it downloaded itself (and not files you have copied).

If by "install" you mean "download", then no. Steam should be able to discover the files as long as they are identical to what it is looking for (i.e. they are up to date).

With games that have many smaller files, this works well because if only a few files have changed (due to updates, for example), then that is all that needs to download. But for games where all the files are packed into one big archive (like zip, rar, cab, and bnk) then any changes in the file will mean it needs replacing... the whole thing sadly.

My advice: If you are copying the game from another system with it installed, update it there first and THEN copy the files. If you copy an out-of-date version of the game, and one of those large files is not exactly as Steam needs, it will have to be replaced with a downloaded file.

Just want to say thank you to @LandMarker
i however, found minor confusion in such post but i ultimately got it to work
it may just be the way it was worded and the way my brain was registering the words but in my own words for anyone with like-minds,

-i had went to the downloads folder within steamapps, found the culprit game by its app id
-went back into steamapps, looked for the same number under the manifest files
-opened file with wordpad
-edited stated flags number to "4"
-saved
-made a copy my documents folder
-uninstalled game (was at about 8gb through at the time, was skeptical)
-placed manifest file from documents back into the steamapps folder
-clicked install on said game
-waited for verification and download
-voila

i had ran scripts (only fixed two games), moved individual files, searched amongst 40 plus sites and forums until finding this.

I did this multiple times, I even changed the order I did things in just in case but I've decided to bite the bullet and download the whole 40GB, dunno if I did anything wrong
