I tried Apex Legends too, which I had copied Apex from my 2nd PC to my main PC, tried copying the whole files and hoping that Steam verify them in one go. Then I realized I stuck on the same problem. So what I've done : Go to Control Panel > Network and Internet > Network Connections and then disable and enable your Ethernet/Wireless Adapter (depends on what you use). Tried again and bam it works - at least for me. :)
Steam has a backup and restore feature
If you don’t want to use it, that’s not steams fault. It’s not steams fault people use years old bad advice on how to “move” game data

Satoru is right that backups should be done through steam as they're likely to cause problems if done manually (such as files not being recognised due to changes with updates), but the issue most of us face is in moving games around. Steam now has a way to move games within the client to avoid problems, but that only works within a system.
I've had to deal with this issue countless times when transferring an up-to-date version of a game to my wife's computer, and it will just refuse to check for files and try to replace them.
Valve has left a few frustrating things broken in Steam but they're making improvements here and there... I hope they focus more on making it stable than feature packed.

I stopped the download, uninstalled the game on Steam so it wasn't "stuck in the middle" and went through the files my friend gave me.
I found the biggest folder (which was called Content in this case, accounting for 99% of the files) and deleted everything else in the folder that I had copied over. I restarted the install and after verifying, the game was at 99% downloaded and wrapped up in a minute. Hope this helps!
Hey, I'm struggling with sea of thieves, I've done the copy files thing before and it worked with this game but now it's not working, so ended up finding this.
My question is that if I uninstall the game won't it delete my files?
If this was the biggest file, won't you need to do like a whole big install of data then? Just asking because I'm struggling with sea of thieves and found they also have a content file
Are you sure the location Steam is trying to install from is the same as where you've copied the files? Steam now lets you choose any folder/drive for games, but by default it should be C:\Program Files (x86)\Steam\steamapps\common but check what folder name Steam creates when it starts to install, as it may not be identical to the game's name or folders from other versions.
As for the if the files will delete...
If you had the entire game installed, uninstalling will remove all the game files (but your saves should still be on the computer, though the location varies depending on the game). If you were getting Steam to discover existing files and it was interrupted or couldn't find the files, then uninstalling shouldn't remove the game files either.
I'd still make a copy of the game files elsewhere if you don't already have them though. Always best to be copying to Steam until it installs successfully. I'm not exactly sure how steam behaves with removing files, but it only seems to delete files it knows it downloaded itself (and not files you have copied).
With games that have many smaller files, this works well because if only a few files have changed (due to updates, for example), then that is all that needs to download. But for games where all the files are packed into one big archive (like zip, rar, cab, and bnk) then any changes in the file will mean it needs replacing... the whole thing sadly.
My advice: If you are copying the game from another system with it installed, update it there first and THEN copy the files. If you copy an out-of-date version of the game, and one of those large files is not exactly as Steam needs, it will have to be replaced with a downloaded file.

i however, found minor confusion in such post but i ultimately got it to work
it may just be the way it was worded and the way my brain was registering the words but in my own words for anyone with like-minds,
-i had went to the downloads folder within steamapps, found the culprit game by its app id
-went back into steamapps, looked for the same number under the manifest files
-opened file with wordpad
-edited stated flags number to "4"
-saved
-made a copy my documents folder
-uninstalled game (was at about 8gb through at the time, was skeptical)
-placed manifest file from documents back into the steamapps folder
-clicked install on said game
-waited for verification and download
-voila

i had ran scripts (only fixed two games), moved individual files, searched amongst 40 plus sites and forums until finding this.
