Can I download DLC from my Local Library?

I currently have a Steam account but I have a monthly cap on my downloads (10GB). Would it be possible for me to visit my local library, log onto my Steam account and download any DLC (BF3 & BF4) that I need and install it on my PC?

bf3 and bf4 are origin ea titles not steam.
if you have a laptop then i cant see why not.
I doubt the library will let you install origin on their computers, though it cant hurt to ask.
if they do it is possible to copy the files from one computer to another but you will need a big memory stick or external hdd.
also be safe make sure not to save any login details on their machines and dont leave the computer while you are logged in.

If it's only the DLC you want to download, do this:

1. Hold down these buttons: Windows + R
   
2. In run.exe, type in:

   steam://open/console

3. In the console, type in:

   download_depot <app-ID> <depot-ID>

   
   
4. Then navigate yourself to

   C:\Program Files (x86)\Steam\SteamApps\content\app_<app-ID>\depot_<depot-ID>\*

i.e. for Call of Duty: Black Ops - Rezurrection DLC.
