Will I get banned for using a vpn for a game i cant play in my country?

Hello, i have been playing the game umamusume on my phone with a vpn and was wondering if i could play it with a vpn on steam without getting banned. After looking it up im quite unsure and i really dont want to lose this account. The game isnt available in the netherlands because of the lootbox laws.

You're violating section 3 A Steam Subscriber Agreement.

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to order or purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.
