Yes, it does have a huge impact in many games. I run TV as monitor at 4k and has been running some benchmarks.
For example, native 4K, i get 14% lower fps in Steel Nomad vs 1080p. (benchmark runs 1080p both native 4k and 1080) 2363 vs 2062.
Same in Timespy. 10-15% lower fps. 10 062 vs 9028.
I was wondering why Arizona Sunshine remake runs so poorly on my PC. RTX 4060 and Ryzen 5 5500. Same with VRChat and recroom.
Solution was to pull off HDMI cable from the TV and voila. Arizona Sunshine remake is now running stable 90fps at medium settings. 4K TV hooked it didn't even run that well at low and effects off.
Next solution is to get a HDMI switch so i can kill the signal with a button when i go to VR world.
Remember, turning off won't do nothing because desktop is still rendered, you have to completely power off tv/monitor or just unplug it. You will lose VR Desktop but the gain in performance is VERY noticeaple.
