Does Steam have a way to view your download rate?
Is there a panel or view in steam that allows me to see the download rate of a game? i.e. When downloading it to my machine. The "Downloading" UI does show the download rate for the last 1-2 minutes. Can this be expanded? Or is there any way to see the rate.

I kicked off a download last night which was averaging ~800kb. This morning it's up to ~2MB. All of which is small in this day and age, but it's the best option I have. The peak was 5MB.

Is there a way to see it's history?

I don't know what you're referring to but in the Steam software when you open it, Steam at the top has a menu there you can find the download tab or on top of the library name you can also find the download tab, there are peak times where the Internet can be slower and faster, example x time of day can be slow x time of night is faster, download rate varies a lot, if you are using wifi and away from it it doesn't help much, if you play use a cable network and you will see the speed.

It shows the current speed, a graph of the last few seconds and the peak in the current session.
That's all there is. Steam does not save any statistics regarding download speed.
