Probably you bought a prebuild, where they have a tendency to put inside some underpowered crappy GPU and name it ultra-hyper-mega-super gaming PC.
The GT 705 is a joke literally. According Passmark its has a score of 410. Compared to it my GTX 750 Ti which is a low mid-range GPU and currently considered to be the minimum for gaming on 1080p high details is 3687. Your IGP would probably score higher as that.
You can switch out the GPU, but you also need to know what a power supply you have. Unfortunately thats another part where prebuilds try to cheap out and you get usually some noname 300-350W.
Also why you would want to play lower as 720p? Is the lowest from all resolutions in 16:9 and some cheap monitors won't support well old 4:3 resos.
I was already intending to replace it. But like I said i cannot play most of my games right now.
So for the moment id prefer higher fps over More quality
If u want to change the desktop resolution go to control panel>personalization>display>change resolution

A 120 USD GPU will have 150FPS+ on 1920x1080 high in CS GO.
