Can't play lower than 720 or 1080p.

So my old pc was able to play at any resolution. But with my new pc I can only play at 720p or 1080p. This is anoying because it only has a 705 GT so I can barley play at 60fps in most games. So I want to know if i can change this?

Switch out your GPU, seriously.
Probably you bought a prebuild, where they have a tendency to put inside some underpowered crappy GPU and name it ultra-hyper-mega-super gaming PC.

The GT 705 is a joke literally. According Passmark its has a score of 410. Compared to it my GTX 750 Ti which is a low mid-range GPU and currently considered to be the minimum for gaming on 1080p high details is 3687. Your IGP would probably score higher as that.

You can switch out the GPU, but you also need to know what a power supply you have. Unfortunately thats another part where prebuilds try to cheap out and you get usually some noname 300-350W.

Also why you would want to play lower as 720p? Is the lowest from all resolutions in 16:9 and some cheap monitors won't support well old 4:3 resos.

I was already intending to replace it. But like I said i cannot play most of my games right now.
So for the moment id prefer higher fps over More quality

To say the truth before you posted I didn't even heard that something like a 705 exists, while Im quite knowledgeable in hardware. Usually x10 is the lowest end.

go to csgo video settings, display "4.3" and u can go to 600x400 i believe. though i recommend 1064x600, unless u can see their skulls to crack em at 600x400 go anead

Set screen to 800x600. Sometimes the monitor needs to be manually set to 4:3 mode. If is a 16:9/16:10 screen you will have black bars on sides if you have set it properly.

if ur pc cant handle a simple 1080x720 i recommend getting better specs. unless u mean 1920x720

i tried 4:3 on a 16:9 monitor and i strongly suggest u use 16:9 for the wider view if ur monitor is a 16:9 or 16:10
If u want to change the desktop resolution go to control panel>personalization>display>change resolution

just a suggestion as well, whatever the refresh rate for your monitor is, (30,60,120hrtz for ex) use launch option +fps_max N, N being the refresh rate of your monitor. too use the resolution u have on ur desktop instead of comfiguring the ingame settings, id use fullscreen windowed found in csgo video settings, but this will provide dark/non bright views ingame in which i would download

Stop him recommending those nonsense custom resolutions. CS GO players always come up with those weird solutions instead they would buy at least a bit proper gaming hardware.
A 120 USD GPU will have 150FPS+ on 1920x1080 high in CS GO.

if ur refresh rate is, lets say 30, whatever ur fps counter says (even if it fuctauates from 60 to 200, u will not PLAY ingame at that fps, and u will actually play at maximum of 30
