For some reason all the other search results are about how to enable steam overlay & assume you already know to press shift tab but never mention it.

Yes, you can view the Steam menu from a game by enabling the Steam Overlay While In-Game. To do this, navigate to the "Steam" menu in the top-right corner, select "Settings" (on Windows) or "Preferences" (on macOS), go to the "In Game" tab, and activate the toggle next to "Enable the Steam Overlay While In-Game"1.

In the "In Game" menu, you can see or set the command to view the overlay in-game. I hope this helps. ^_^
