i am looking to gift my friend a copy of CSGO and i would like to know if you get a discount for sending it as a gift. I would like to know if a disccount is in place because i am going to buy a voucher to top-up my steam wallet and i would like to know how much i have to get.

You wont get any discount, you purchase the game at whatever price it is at the steam store. Wait for a sale to get a cheaper price.

but my friend went to gift me gmod and he had half price of it.

Then, the game was having a sale or he had a discount coupon at the time he bought it. As it's been said, buying a game as a gift doesn't grant you a lower price.
