Report a translation problem
You can fix this issue by installing Steam again through Steam's website. When asked for an installation location, select the specific location your current Steam installation is on, and it'll delete old cache (along with some other things), however, it'll keep all your installed content, games, skins if applicable, etc
steamservice.exe /install work only as Administrator, it's service thats start on demand.
It's used for Steam client self update, run on restricted windows user accounts (work like Run As service), it's also part of VAC control.
set __COMPAT_LAYER=RunAsInvoker
start steam
And press "Save as" and name the file with any name but in the end put .bat
Example: Save As -> File Name -> Steam.bat
Next just run a file.
