Steam download is choppy
So, im downloading an update for a game, and it'll start to download then just stop and the download window says:
Current: 0kb/s
Peak: blah blah blah

then about 10-15 seconds later it resumes, or just doesn't resume at all.
I just got a new router and it was working amazingly so I don't know if it's a steam issue or my computer or what. But it's a little annoying and not really too troubling but if I can fix it I definitely would

Check what your hard drive usage is when the download drops out. If your drive is too slow it will have to "catch up" before the donwload will continue. I will look into this issue and get back to you.

To answer your question, it is a steam issue. What causes it, I couldn't tell you. Unfortunately you won't ever get a real response from their ticket/support system either, so don't bother attempting to contact them.

The best thing I can say, from experience, is let the game(s) attempt to continue downloading over the next few days, and eventually the problem should resolve itself. I've had this issue before and am also experiencing it again this evening, but that is how I fixed mine.

Hope this helps!
thanks

The weird thing is my disk usage hops up to like, 30mb/s when it cuts out and drops to maybe 20mb/s when it resumes

The same here mate, changes between 0.0 and 8 Mb/s, up down up down up down, thus producing a 500k/s around, because the 0.0 state would stay longer than the connected state...

I know this is an old post but anyways, there is indeed a fix that will get you right back up to a constant, max download speed.

Follow these instructions:

- Go to to the "Settings" by clicking on "Steam" at the top left corner of Steam Client.
- Select the "Downloads" tab which is somewhere near the middle of the list.
- On the bottom of the window select "Clear Download Cache". Your Steam Client will restart.

If all goes well when you start downloading your games again you should have everything right back to how it should be.

NOTE: I'm not sure if this will delete the parts that you have already downloaded of the game so, watch out for that!

I know this is late but I think I've solved it. I was having the same issue where my drive always had to catch up and the download would keep dropping on and off. I checked my internet because I thought there might have been an issue with my connection but it came back to 230 mbps (even though I'm not paying anywhere near that amount). Because steam would download huge chunks of the game and basically swamp my drive, I set my bandwith limit to 25 mbps (the highest available setting) and the download went back to normal.
