That's pretty self-explanitory - buy something from the Steam Store. You need to have a valid purchase from there every 12 months to have continued access to the Steam Community Market.

i read the document and it suggested this way and it should work.....
idk what to buy... i just want to buy from the community market

Once again, as it tells you in your initial error message; ''You must have a valid Steam purchase that is between 30 days and a year old with no recent chargebacks or payment disputes'' - your account is NOT limited so stop referring to that article as it doesn't apply to you, and make a purchase within the Steam store and then wait another 30 days to access the market.

You have to wait 30 days after you bought something. Then the market will be available.
