steam cap my download speed from 2MB/s to 100KB/s

Are you sure you're not running any other program? Maybe someone else is using the internet too which is putting pressure on your download speed. Also, make sure to turn off Wi-Fi on your mobile phone while download (that's what I always do with my iPhone when I'm downloading something, it helps).

ok so made a test on download with IDM and it maxed out 2MB/s and steam is still under 100KB/s so wtf is wrong with steam ?

Check in task manager to see how much of your wifi stea is really using. Steam always says its getting 1.4 mb/s but when I go into task manager it says steam is using 12 mb/s

im not using wifi (this is a desktop)

if it's plugged into your router it should still show your network usage by steam
