steam cap my download speed from 2MB/s to 100KB/s

i know nobody gonna give me an advice or even a comment but if u are good person and see this post please help SOS SOS im so ♥♥♥♥♥♥♥ depressed

not running any other program and only me using i will try to turn off wifi on my phone

^ this. Downloading Atilla Total War atm. All is downloading at full speed.

ok so made a test on download with IDM and it maxed out 2MB/s and steam is still under 100KB/s so wtf is wrong with steam ?

Check in task manager to see how much of your wifi stea is really using. Steam always says its getting 1.4 mb/s but when I go into task manager it says steam is using 12 mb/s

im not using wifi (this is a desktop)
