.gif = Graphics Interchange Format. The only commonly used picture format which allows multiple frames in 1 file, therefore it can create a animation too.

In older versions it can be done in Adobe ImageReady which was shipped together with Photoshop. Since CS3 most functions where merged directly into Photoshop, as long for many users swapping between two programs was bothersome.
Guess there must be some free programs for it too. Google is your friend.
plenty websites too that offer it.
Is always either game footage or trolling gif which has nothing to do with anything on Steam.
this is an expensive picture and I guess they call it art too.
