Crash File!
I have a problem with steam. I open the steam and it's updating but it's a crash file in folder steam. http://s15.postimg.org/sl3a0bi1n/Untitled.png

Uninstall Steam and install it someplace else. See if it works then.

it's known problem with first install from installer - it's outdated and incorrect update first time

run steam.exe as Administrator with -tcp argument
you also can reboot Windows in safe mode with network
+ reinstal \bin\steamservice.exe

this problem not appear so often if you install Steam in C:\steam
or D:\steam
Proram Files have complexity security permissions
