How to preload a game on steam before purchasing it?

You can't. You can only preload titles that you've purchased and are in your library assuming the developers/publishers have this feature available anyway.

Preloading is only for pre-order games, and they require a purchase.

They're not available for all the games; and for those that they are, they are there typically 7 days before launch.

Also, you cannot pre-load via Steam Family Sharing.
