can i get steam cards by just being afk in a game?
or do i have to be active

You can go AFK, no problem. Game just needs to be running.
To be 100% correct, even that is not true, Steam only needs to THINK that the game is running.
That how card farming programs like Idle Master and so on work.
They send a signal to the Steam client that a game you own is running currently even if it may not even be installed in reality.
