Combining Gems in inventory
I have 3 groups of gems in my inventory. One pile has 398 gems, another has 320 gems and a third has 80 gems but that one is currently not available for trade which I'm guessing is the reason it's kept aside...

How do I merge the 398 and the 320 piles? When I want to create a booster pack, Steam doesn't seem to understand that 398+320 = 718 which is 318 more than the booster pack I'm trying to create (worth 400 gems)...

So I can't make a booster pack even though I almost have enough to make two booster packs...

Unfortunately, the only way currently is to use the trading system. Trade for equal amounts of gems, or just yours if you really trust the other party to return them. I would recommend waiting for the cooldown to finish on the third pack to avoid needing to repeat the process.

Does the other side receive a single pack?
Will the gems be combined with other or does it create a new pack (because of cooldown)?

If I'm reading this correctly, you could just use another account to merge these gem piles by trading to it and back to you?

Needs a bit of a set up, though, as you'll need to unlimit the account to be able to trade with it. However, that is easily accomplished by purchasing your next game through that account as a gift (provided it's $5 or up), or just putting $5 into the wallet and do the gift-purchasing later.

Yes, the recipient will receive 1 pack of gems.

If they already a stack of gems in their inventory without restrictions then the newly received pack will be combined with the existing one. If they have multiple packs without restrictions it will combine with one of them, although I don't recall how Steam selects which pack.

This function holds true when dissolving items into gems as well, so it is advised to wait for any restrictions to fall off before converting.

You are limited to only one booster pack every 24 hours. Perhaps you hadn't waited long enough since the previous one? It's 24 hours to the very minute.
