Have you tried doing a clean install of Windows? Try that and see if it fixes the problem.
its you system and maybe even mouse itself or its driver,
You can try replu usb mouse, tahts more a so pc can auto configurating it again with what windows know about it.
and steam will not test your mouse for you either with spare mouse, so it ends there.
even i have seen mouse wheel fail, and that was fixed with new high end dpi mouse.
also why we post this.
mouse has no error report or system check, they either work or start show signs of burnout just like you have there, you can try update its mouse driver but i bet it might not work anyway..
and you can forget all them fake videos with change scroll speed from 3 to 9 whatever, nr. its still a sign of pc system has a issue with the mouse
Try a game with map zoom scroll and i bet it lag zoom ( in / out ).
also why we mention this, steam has no option here, not a steam issue.
if you remember ball mouse , they dont tell it need cleaning, nothing has change on optical mouse, or microswitch on it they do brake down and dont say there is a issue until you notice it.
