About the Steam points shop.

Does Valve add items to the shop based on certain game requests from the Steam community or is it all just random?

I’ve been hoping for some Batman stuff like animated stickers and avatars etc etc to be thrown into the Shop but it hasn’t happened yet unfortunately, is there a way to ask them for it or do i gotta continue hoping and just wait it out?
