why cant i gift pubg to my friend?
i tried several times and it says an error has ocured. why is that?

It also tells you to contact Steam support, doesn't it? Do literally what it says.
The most common cause is the automated system having flagged your account as "abusing gifts for commercial purposes". When you contact Steam support, a human will review the flag.
