New PC, Can't Install Steam Games
Got new PC, updated everything, plan was to transfer Steam across so I could play the games I couldn't before.

Though Steam loaded fine and was/is busy downloading the library art, I found I couldn't start any downloads -forever stuck "Starting". I went through the help, did all the steps, Changing servers, Clearing Cache, disabling Anti-virus/firewall (later did same after installing Avast).

Nothing changed it, even did advanced tips like uninstalling and deleting the registry entries and the hidden folder with the Library art, no change.

I went back to old PC and started Steam, even tried to download and it worked fine.

The only thing left is maybe Steam is picking up the previous login and stopping new one from downloading but all pages I've found don't say that's an issue, just that you'll be logged out if you try to run both together.

I've also tried to install from a retail game DVD and restore a backup and it just sits there doing nothing before failing saying internet connection or server connection.

I've seen dozens of websites from o many people having this issue and the tips are all the same "clear cache" "change server".

Any idea or help from people who overcame this would be great.

I have the exact same problem. I've spent 3 DAYS trying to fix it. Literally reinstalled about 15 times. On other PC's and my laptop it works fine.

The closest I came was this:
That Steam has issues with a single onboard network card. Why I do not know. I saw something about that in a thread on some forum but it gave no solutions or fixes.

I have a brand new PC that I cannot use because Steam is broken and there is no help.

Any outdated file or sub-folder may cause a problem. To fix the problem, you can tell Steam to repair the library folder.
Reinstall Steam. To do that, follow the following steps:

Open Steam client.
Go to Settings.
Select Downloads.
Select Steam Library Folders.
Right click on folder.
Select Repair Folder.

Seems I have to Verify the login by logging in again in something through the program, like the market place or Steam guard

But it's stuck unable to verify before popping up

"There was an error communicating with the Steam servers. Please try again later."

Seem the solution to THAT problem is changing auto lan setting, but mine are already off so that's not it.

I'm posting this through Chrome because I can't get in through the app, because it needs to verfiy the login, lol

Okay I've somehow killed Steam on old machine so must be an internet setting.

Also managed to Verify login on new machine but it seems completely random and unaffected by the Firewall. It also loses the connection randomly, so can download then it'll randomly stop and go check, it's logged out of Market in the program, so weird

Start your system in safe mode (with networking). Steam doesn't require anything not present in safe mode, see if you can connect & download then.

Then your new PC already got a case of background crapware. The usual culprit is paranoiasecurity programs.
Since Windows' own security facilities are absolutely enough, I suggest you uninstall said paranoiasecurity suite you got installed & reboot. Steam should work like a charm afterwards.
I suggest checking if Windows Defender & Windows Firewall get properly activated after uninstalling the third-party paranoia suite and if not, activate them explicitly.

You mentioned Avast. You haven't mentioned uninstalling it though, I don't think there's really none.
But let's roll with that for a moment. Drivers trying to do funky stuff are known to cause problems as well (since Windows loads default safe drivers in safe mode, that could also be a pointer). Do you have any non-WU drivers installed for your mainboard, more specifically the network adapter? KillerNIC-drivers for example are known for causing all sorts of weird ♥♥♥♥. Basically, uninstall all "special" drivers and let Windows fill in the safe drivers via Windows Update. The only exception is the graphics driver, that you better keep perpetually up-to-date with the manufacturer.

Still, I want you to upload a list of all your running processes while not in safe mode. I (or anybody helpful else) may find something.

While you're at it, repair your network stack. This is usually the last step after removing background crapware, but it doesn't cost a thing so it doesn't hurt trying it. Execute
netsh winsock reset
in an administrative console. That should yield a success message. Afterwards, reboot.

No weird non Windows drivers and system seems up to date

Also done the Network Reset DNS Flush, IPconfig parts

Also Iceria, I appreciate the help but I don't understand what you're meaning. I've tried what you posted. What was it meant to do?

You can still post a list of running processes so I or anybody helpful else can see what's running in background. If it works in safe mode, it's a telltale sign of background crapware interfering with Steam.

Reboot was on the right path, sorry Iceira, router isn't the issue. Posting the process screwing all the people having trouble downloading/starting/preparing/whatever on Windows 10 and hope it helps others here

"First of all reboot your windows 10 pc in safe mode WITH NETWORKING.

If you need to figure out how to do that google it separately or on your phone.

Try to download something on steam. With me, it worked perfectly like a charm, no start-stop.

If that works for you, restart your pc back in normal mode and follow these steps to fix the problem fast.

Go to control panel->administrative tools->services

Looking at the services, CDPUserSvc_3e1f2 is the piece of garbage responsible

double click on the service
click stop and wait for it to stop
change startup type to manual

Your download after less than a minute will start downloading normally and fast. Start and stop the service to watch it work its garbage magic on your steam downloads.

Hey I have the same problem you had. But I don’t have the exact same file you stopped. It as other numbers, but the rest is the same. Also if I want to change it to manuel then I need to write start parameters. What startparameter did you use?
