Help - Downloads constantly pausing and going into "Queued" mode.

I am trying to download Dota 2 and it just keeps pausing, it's not the first time this has happened but this time it's just too bad, I resume the download and literally the second after it's paused again.
Is there any solution to this? Am I the only one being affected?
I also tried to switch from my current download location (Portugal and Spain) to Sweden but it still pauses.

It's been happening to me too.

Downloads will suddenly pause themselves for no reason. I have to keep manually resuming.

The same time this started, I've also not been getting any card drops. I'm not sure if it's related, but something stupid has been happening with my steam the past few days.

Well, I tried to re-install steam, it's still pausing. It's funny how it always queues for the next 5 mins, so it's 20:13 it queues to 20:18.

Im not sure if this will effect everyone as it did me, Go to Steam, open Settings, click Downloads, and then Clear Download Cache...
