Bought the game from France but living in China

I am french living in China and i bought Football Manager 2016 today with my french bank card. I received the email to confirmed i buy this game and when i activated the key it says "Unfortunately...you're living in a restricted area or country.." ( Something like this).

I also received an email from my bank in France to confirm the product. I do not know if steam is banned in China.
When i bought the game i said i'm living in France. I'm using a vpn in China and i am using the France vpn.

Please answer me to help me how to resolve that problem.

First of all, Steam is not banned in China.

But you didn't buy Football Manager 2016 on Steam.

Because Steam does not sell activation keys.

Using a VPN to circumvent region restrictions is against the Steam Subscriber Agreement.

The game isn't priced in Chinese Yuan either,

I tried to activate the key but it doesn't work, i receive the message about the country directly..
I bought it in China, but i used my french bank account because i don't have a chinese one

ok all right, i'll ask the website i bought it.
I wanted to be sure if i can play the game even if i'm using a vpn this is why i'm using the france country. A lot of things are banned here so i don't know much.

Buy the game directly on Steam. Its a much safer option. And don't be surprised that a Chinese key doesn't work on your French account.

Ok, now it's another message appeared says "This game is not available in your country at this moment".
So maybe to activate the key i need to wait until it goes out on the chinese steam store

I suggest requesting a refund for the key you bought.

Because there's no guarantee it will work in the future.

Or that the game becomes available in your country for that matter.
