Problem with install/uninstall

!Hello everyone, I am French, sorry in advance for any bad use of English

This morning I tried to open Steam but it wouln't work even if start as an administrator.

I tried to uninstall Steam and to install it again a few times but it did not work either..

I tried to delete the Steam folder in C:// but some of the files are impossible to delete because "being used by a program"

I swithed off and on my computer many times and looked for Steam in the task manager but nothing worked.

I am blocked and have no idea of what I could do, if someone have an idea, I would be so glad to hear it ! Thanks in advance

take ownership of the steam folder
then try to delete it

i'm thinking, he can't delete steam\bin\steamservice.exe - will stop this service first

he rebooted, if steam is not in startup none of its services should be running

look in regedit:
HKEY_CURRENT_USER\Software\Valve\Steam
"StartupMode"=dword:00000000 <- it's normal mode startup
path to service here:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Steam Client Service
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\eventlog\Application\Steam Client Service

I am not sure to understand what to do with regedit (never used it)

if your steam start with windows - change startup type to 0
if not, but steam service still autostart and block deleting files, try stop this service or if it's impossibe - delete all branches in hives and reboot
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Steam Client Service +
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\services\Steam Client Service
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\services\Steam Client Service etc. depends on windows users accounts
If you can not remove - need to modify the security permissions on the registry branches
