Charged through PayPal but purchase failed in Steam
Yesterday morning, I bought Fallout 4. I had been waiting for it for a long time. I chose PayPal and after completing all the steps and clicking Complete Purchase, I get an error message on the Steam page saying the purchase cannot be completed, and thus the game is not in my Library.
However, I immediately received a confirmation email from PayPal with the amount sent to www.steampowered.com and the confirmation that the transaction has been completed.
I also checked my PayPal account to make sure and indeed, the transaction is there and appears as successfully completed, my money has been taken, but no game!
I logged a ticket for failed purchase, but I haven't received an answer in two days.

What can I expect? How long will it take for Steam to sort this out? After all, they already took my money, but did not deliver the product as promised. I find this outrageous and I seriously consider never buying games from Steam again, this is unacceptable!

Just because money gets sent doesn't mean it's received. It's like saying the mail recipient is responsible for mail that doesn't arrive.

Your payment processor will return the money should it not go through.

Doesn't "Completed" mean the money went through? I thought that is the confirmation that the "mail recipient" has received "mail".
If the money hadn't gone through, PayPal would have shown "Failed transaction" instead of "Completed".

The point is, if it says Failed on Steam, it didn't go through.

The point is, you are completely wrong. The money was taken from my account and successfully sent to Steam (as confirmed by PayPal, unless they lied about it).
Besides, Steam has just acknowledged my payment about half an hour ago (charged by them on the 9th), so there is your proof that the money did go through.
However, in the meantime I had opened a PayPal dispute because I was left without the money and the game. Now they asked me to close the dispute so that they can add the game to my library. I did so immediately, but I am still waiting for the game to appear in my list. I really hoped they would deal with such issues more promptly, as I paid for this game more than 2 days ago and still don't have it. And I still don't think this is acceptable, something is very wrong with how they process payments and provide support.

I'm completely wrong, yet this is far from the first time it's happened and the money has been returned by Paypal later. You don't have to convince me, because you're not going to and it's not going to make a difference here.
