Payment dispute, account prohibited from buying games for weeks?
I used paypal to buy fallout 4, and was surprised because it didn't show up in my library. So I went to check paypal, and saw that the payment went through.
Paypal suggested opening a dispute to get in touch with the vendor(valve), so I did. Next morning I have a message on steam, saying I need to close the dispute, and rather try to solve the issue directly with steam/valve.
So I closed the dispute, and get confirmation from Paypal that it has been closed, but nothing happens on the steam-side.
Searching the support section, I find a section saying I might have to wait weeks? Seriously?

Not to mention, the game is still not in my library, and there is ofcourse no way to directly contact steam support. What should I do?

Go here, https://store.steampowered.com/account/ what did it say for the transaction? Copy all the text.

Why did you listen to Paypal instead of checking if your transaction was successful on Steam? You've essentially been enticed to do a fraudulent chargeback and the only way remove this is by reversing the initial dispute. If Paypal have closed it and wont reopen the case; you may have to live with a permanently suspended account. The restriction only lifts once Valve have got their money back.

I looked on steam first, it listed 3 unsuccessful transactions(I hadn't used paypal in a while, so had to use 3 tries to remember the pw.. ). Which is why I thought it was weird that paypal had registrered it as successful when I did use the right pw, but steam didn't list that transaction at all, nor putting the game in the library.
I might have been to hasty to open the dispute, but is there no way to rectify this?

On my account page it just says the date, Fallout 4 and the price. Looks like any of the other games I've bought(in other words, it looks like a successful purchase).

Your best bet is to contact Paypal as soon as possible and ask them if there is any chance they can reopen and reverse the dispute. It's a long shot but it is possibly the only way Valve will accept this case as being rectified to their satisfaction. I think it was wrong that Paypal suggested doing this especially if your attached financial accounts weren't compromised as chargebacks/disputes are only endorsed by banks and credit companies for anti-fraud consumer protection and not for seemingly failed transactions that clearly went through their end. Communicate this to Paypal and hope for the best because in virtually all cases like these; the user who hasn't reversed the exact chargeback is penalised with a permanently suspended account. If Paypal do reopen and reverse the initial dispute they instigated; contact Support and let them know that you've rectified the situation.

You're screwed

Paypal will NEVER re-opened closed cases

You will now be on a 9 week cooldown for doing a charge back.

I thought it was more or less permanent if the chargeback isn't reversed.

Correct. You have 9 weeks to resolve the issue before it becomes perm. You can reverse it after the 9 weeks but you still have to contact steam support once it's been sorted.

But on Paypal it says the charge has gone through after the dispute was closed, won't that change things? In other words, I have payed for it, steam has my money, I just don't have my game.

Yep, it's 100% permanent but the standard message isn't entirely clear about it as people think the restriction lifts after 9 weeks regardless of whether it's paid back or not.

Contact Steam support and work with them.

If you do a charge back your account suspensions is lifted after 9 weeks. After that you cant use the payment method anymore, but that's it.

It used to be that your account was permanently suspended forever though.

That's not actually the case despite what the Support message says - any user who doesn't reverse the chargeback sees the restriction persist forever. This is why so many users over the years who didn't bother to reverse their initial disputes see their accounts suspended after the cooldown has expired and never to be lifted. Global mods and Valve staff elaborate this but in most cases where the user has posted; it's too late.
