If you're having trouble logging in with the Steam mobile authenticator, please use our help site (help.steampowered.com) to recover your account.
If possible, you should contact your wireless service provider and get a replacement phone with the same phone number. Steam will be able to send SMS messages to your replacement phone, and you will be able to recover your account as described below.
If you no longer have access to your email, or your phone, or you don't remember your recovery code, go to the Steam Support page and create a support ticket. Submit a question with "[Steam Guard]" in its Subject, categorized as "Account Questions" and then "Steam Guard/Email Verification." If you don’t have access to the email address that is currently associated with your Steam Account please provide proof of purchase within your ticket."
There is a HELP button on your steam client. Next time try to use it, choose Steam Support and most of your questions will be magically answered.
i don't want to contact my wireless service provider to get a replacement of my old phone number because it is too expensive for me... please help... thank you...
Find out from your mobile provider if you can just switch out your old number to a new sim chip.

unfortunately... i'm from the Philippines... and the service providers here really sucks... they ask me to provide so many documents... and the processing time is too long... i've requested them to replace my number last month... and up to this moment,,, they don't have any updates on my request... they just keep saying that i should return to this day... bla bla bla... but to no avail... that is why i am searching another way to solve my problem....

Just to be more clear: I was suggesting a SIM card replacement of the one you lost, not a request for new phone number. Usually this is a simpler and cheaper solution.
Anyway, good luck with your problem.
How many days did the Steam Support answer your ticket? Mine has been 2 days since I created it but still no answer :/
