Steam Won't start or fully uninstall, can't end process tree
Can someone please help. I don't want to end up resetting my pc again if I don't have to. But steam was working fine last night. I installed Bioshock Infinite, then watched some anime and went to bed. After school today, I get on. Steam refuses to start no matter what I try. I end its process, try again. Nothing. I try using the installer to repair it, the program is in use. Ok. It's not listed in processes. I check under details. There's Steam.exe and Steamwebhelper.exe. I try to end the process tree, Access is denied. I try just ending both of them on their own. Access denied. I open task manager as admin. Access denied. I move my steam apps folder to my desktop. I uninstall steam. A bunch of steam files weren't removed after the install. I try to delete them. I can't, the folder is in use? just before this I had disabled steam on start up from task manager, so how could it be in use??? Yeah, its still listed under details and I still can't end it. Is there anyway I can fix this. I have a ton of games and I just want to play what I spent my money on, but of course, my computer has to give me a ton of issues. I have just gotten windows 10 recently. Noticed some issues with cortana and the task bar not working and then the computer not shutting down then updating after I force shut down and all this crap. I only have my games, paint tool sai, an antivirus and pretty much just essential things or stuff I trust. but yeah, this is the steam forums, I here hoping to fix my steam related issues and then I'll be fine >.< I don't get how my friend has had no issues with windows 10... At this point I'm just blaming everything on windows 10.

You might just have to restart, try to deleting those files again, and reinstall steam. Thus far I haven't had any issues with 10, but it could be the problem. Who knows. Computers just do weird things sometimes.
Restart your PC in safe mode. Copy the "common" and "userdata" folders to somewhere safe (outside the Steam folder). Manually delete the Steam folder and its remaining subfolders. Then restart your PC in normal boot and reinstall Steam. Place the "common" and "userdata" folders back where they belong.

thanks for the help. I managed to fix it though. unfortunately as the newly installed steam was updating, the internet depred out for no reason. Router said everything was fine... but what I did was turn off the internet, which was someone's recommendation in another solution for fixing steam. Probably didn't help though. I reboot my pc and of course, steam was set to not launch on startup. This time I was able to delete steam and reinstall. Fun :)
