Was I Hacked?
So recently I put up a few things on CS:GO lounge, then got a friends request from this sketchy Russian account. He sent me a message immediately with a link. I, being the idiot that I am, clicked the link. This all happened last night. This morning, I had ~15 people on my friends list who I didn't know, and now when I click friends in the client, it says "64/340" but on my profile page it says 29 friends. Help?

I believe the difference between 29 and 64 is people who have not confirmed. If you have people on your friends list that you did not add/approve, your account (and probably your computer) is compromised. Reset your password and use the link in the confirmation to lock your account.

Then secure your computer. Download and update Malware Bytes, update your antivirus. Restart your PC in safe mode and do a full scan with Malware Bytes with root kit detection enabled. Do another scan with your antivirus this time. Then change all your passwords (from a different computer if possible) and contact Steam support.

You not only clicked the link, you also downloaded and executed the malware.
To answer your question, you're not hacked. There's no hacking involved if the victim, that is you, willingly gives the attacker full control of his PC. No hacking.
Format and reinstall your OS.

I never said it was, but it is much faster to do a 3-5 minute scan than to re-install Windows, all drivers, and all software, antivirus, antimalware, then Steam, and possibly all games.

If you don't clean a malware infection thoroughly, you may just as well not clean at all.
Maybe he doesn't know how to re-install Windows and drivers, or can't for a legit reason.

Malwarebytes Premium Trial is also rather good at cleaning malware thoroughly...
