deleting clientregistry.blob
steam keeps signing me out and apparently this can help, but i dont know how to delete it

No.

As for your original question, I do not believe Steam uses clientregistry.blob any longer, as per this post from last year:

it has prob been removed seince steampipe has been implimented i have had many errors with this my self and if anyone knows the problem can you plz explain becaus i am pretty good with computers and i seem to not be able to find it anywhere on this pc i looked in all my game files and it is nowhere to be found i have searched through all of my game files and my comnputer files and it is nowhere which is a problem becaused i really dont feel like reinstalling all my games to get rid of the file just to play one game which is garrys mod alos i have deleted all of my local content in the games and i have delted all of my internal files on mmy steam client and game launchers and i am having a serious problem because i have been reading that bthe blob files have been getting implimented in onther games some how iwthin the dvs files because they probaly have not removed them from thair computers file they are coming through back doors from other games and i have heard a rumor about old oudated updates from games like gmod csgo hl2 and ETC... so i would be carefull and look at all the games update files before you buy the game it is really a bad thing its practacly turning in to consoles game devs are making you update your pcs specs they dont seem to understand that pc parts and gaming pcs are expensive i have seen OP graphics crads that cost like 1500$ any ways its just update files coming through back door have a nice day M8:steamhappy:
