Exe download blocking Proxy and steam games

if i download a .exe or .zip form the network here it gets blocked by the proxy here a example:

Response denied by WatchGuard HTTP Proxy.

Reason: body content-type denied rule='Windows EXE/DLL'

does this count for steam games aswell cuase i wana download Hyperdimention Neptunia Re;Birth 3 but dont wana hassle with broken exe files i know if the URL is encrypted example: https://github.com/Holiverh/python-valve/archive/master.zip is not blocked but http://the.earth.li/~sgtatham/putty/0.65/x86/putty.zip is if this gets hassle i can attempt to connect to a other network!

That is up to whoever runs your proxy trying to protect you, we cannot help you with that. Do what it says, "Please contact your adminstrator for assistance."

In our case at work Outlook blocks .exe files, so the only way we can even get e-mailed .exe files from our factory is for the sender to give it some other extension like .abc and then change it to .exe after we save the attachment.

i whas not asking for help with the proxy just asking if the files where encrypted when sending trough steam if so itn wont block them
