What about youtube videos on web browsers?, are you experience weird behaviour. heavy load or crashes too?
What about your computer specs?, do you have installed DX11?
I am asking cause I do experience big unstability on overlay for anything flash related.
In my case I think it's related to latest flash versions and DX 11, where some computers can install and run DX11 but their video cards arent completely compatible and latest flash versions might be running some DX11 specific code that will make the system hang or crash.
If my guess is true, then Dirty Fishy's fix to retro update flash versions (as I understand he suggests), makes sense. Another workaround will be degrade from DX11 to DX10.
It's happening on the in-game overlay for me.
Killing the webhelper process doesn't help, it just refreshes the client - so I'm assuming the OP is talking about the client, although the in-game overlay is also doing it.
I don't play videos through the client, but opening youtube links from the client or chat causes FF to freak the ♥♥♥♥ out, unless FF was already running with a youtube page loaded.
Idk if that's related or not tho.
Opening a youtube link from, say, a forum post on the client means the players loads embedded on the client itself, but I thought clicking a youtube link on a chat windows would launch your browser with a steam warning. Is that correct?
Have you tried to switch to beta or from beta?, also consider since when you started to have this issue.
Step by step would be:
-Open the Steam overlay (not on Big picture)
-Go here:*
http://steamcommunity.com/sharedfiles/filedetails/?id=352326221
-Select the embedded video, and click on the Youtube icon (bottom right)** a new window will pop up
-Once watching it in YouTube, as soon as the video starts playing, its control bar disappears
-Move the cursor over the video -no need to click- and it will disappear
-Press ESC to leave the overlay, you can use the mouse in-game without problem
-Go back to the overlay, the cursor is visible but the overlay is unresponsive to mouse input (not to the keyboard if it's in the right focus)
I've tried this in Source games, other DirectX games (-Quake 2 engine-) and others (Terraria) the result is the same.
*Any YouTube video embedded on Steam would probably work
**For some reason, simply entering the youtube url works fine

YouTube uses its HTML5 player
EDIT: I just found out, when you click on an embedded video, the new window is in a pop-up format, without the 'home' button, and no way to edit the URL, probably the reason why entering the URL works fine..
EDIT 2: I'm starting to get it! Opening a link to a new window will bring up the pop-up window format, some annotations on youtube have this function as well (as embedded videos do!)
Pressing ctrl+click or middle mouse button just opens a regular new window, it's those links that cause this new pop-up window to appear

I had my gmail opened on overlay browser and a youtube video embeded on a gmail notification, and as soon hit play progression bar dissapeared and player froze. Had to restart the game to fix it.
I'm not using the steam beta right now, on windows vista and fairly modest setup. But as I previously said browsing and videos on OVERLAY were always buggy for me. The steam client also been unstable in the past but I haven come across any issue recently.
Cause, last user post before mine says he's on windows 8.1, 64-bit.
You may want to also post on the Steam beta forum, they have a more proper sub forum dedicated for submiting bug reports, as I think this is what you have found.
I posted issues before on this forum and never got any official answer. I have a slightly little more hope for the beta forum.

Also I actually face palmed when I finally opened the video in my regular browser and found out that the keys in Unepic work in every lock in the area they're associated with... I spent over an hour going in circles looking for a key for the boss room in the mines.
Btw I don't use flash on my computer. I have absolutely zero issue using the html5 player on my Chrome set up, so this must be a Steam issue.
