some specs
internet: 100mbit fdx
ram: 32GB DDR4 3200
gfx: geforce 980TI
btw: i have just update to the steam beta client, still the same. a stuttering every few seconds on every video i try to watch.
Could be an issue with the webm player as Steam is for longer not using flash anymore (as far as i know)
im having this issue only in the steam client.... very sad
my solution was not to use the steam client to watch videos/trailers.
150MB symmetric FiOS on a 5900X with 128GB of RAM and a 3070. All other videos play fine.
Steam Window -> Steam button on top left -> Settings -> Interface -> Enable hardware video decoding (turn it off)
This worked for me in the client and I no longer have the issue of choppy videos including other windows within the Steam browser. Hope it works.
