If i uninstall steam and reinstall,will my money be gone

Of course not. Your Steam wallet money is locked to your account, as long as you login with the same account again after reinstalling Steam your money in the Steam Wallet will all be there.

one more question: if i put the steamapps folder in to a safe place and uninstall steam and reinstall,and put my game files back to steam.will my steam games be in my library

The GAMES THEMSELVES will always remain in your library. If you want to avoid redownload games, then better use Steam's backup function than meddling with files manually.
But if you're going to keep those anyway, why uninstalling Steam in the first place? The space Steam uses is miniscule compared to what games generally use and if you want a clean slate for your Steam install, there's easier ways, namely delete everything except Steam.exe & SteamApps from your Steam folder and doubleclick said Steam.exe.

because of the metro skin and you are probably thinking:ok thats not big of a deal just go to interface and change it back. But my steam looks like steam link and there is no button to change it back. So i deleted the skin folder but it didnt work and i tried restarting my pc but that didn’t work either. so ya

That means that you go to whatever place you use to execute commands (my personal favorite is the Win+R-run dialog) and execute that command, steam://flushconfig

No, I have Steam. Steam is enough as it does all that Discord does (including voice chat, groups, group voice chat, "servers" you can join and so on).

I just said the Win+R-run dialog. Now let's remove all the fluff, Win+R
Even if you don't know English well, you got a Windows key and an R key. The notion "X+Y" is commonly used for "press those two keys together".
