No, if people could opt out the whole purpose would be utterly defeated. It's being added for everyone because if they could simply just opt out of it, everyone would probably be doing that right now.
Yes, after the mobile app has been activated you have to wait 7 days. After that you wont have a 3 day delay in trades. ( Of course, only if the other user you trade with has it activated too.)
Also, canceling a trade gives you a 7 day trade cooldown from now on. So be careful about that too.
You can still deny trade requests but do not cancel a running trade.
