The items that are being traded are being held in escrow by Steam for up to 3 days (for 1 day if your acount has been friends with the other account for at least a year, otherwise for 3 days) because either your account or the account you traded with (or both accounts) are not using the Steam Mobile Authenticator to confirm trades. You will get the items you traded for at the end of that time.

Did you change your Steam Guard setting from "Get Steam Guard codes by email" to "Get Steam Guard codes from the Steam app on my phone." ? And do you have Confirmation of Trades enabled in My Privacy Settings under Edit Profile?
The account you traded with also must be using the Steam Mobile Authenticator and have enabled confirmations of trades.
I am not certain what you are asking. If you are asking, "will I get a trade hold every time I trade?" The answer is, "yes," if either your account or the other account is NOT using the Steam Mobile Authenticator to confirm trades.
The person I'm trading with is not.
Will I get the trade ban/cooldown if I cancel a trade that is still waiting for mobile authentication?
(A trade that is waiting for Steam mobile auth but not confirmed on mobile yet.)
Or is that trade not officially sent and can be safely cancelled?
As far as I know, once you finalize the trade, if you cancel it after that, then you get the ban. if you haven't finalized it yet then I assume you wouldn't, but don't take my word on that.
