But users ( like usual) abused the system to sell games for profits to other users so the system was abolished.
Nowadays all games you buy as gifts have to be send immediately at checkout.
The only games that still can be traded as items between accounts are old gift copies that are left from the time before the new restrictions and "2/4/6 pack copies of games.
So if you buy a game that offers a 4 pack you get one activated on your account and 3 as items in your inventory to gift/trade.
But those are the only games still available in that fashion, so maybe 0.000001% of the Steam store content.

Mostly, not. A very very small portion of currently-available Steam games MIGHT be able to still be effectively gifted/given to others. But those are remarkably rare, and barely grandfathered in with their newer rules.
