Public data would be relating to these.
- Steam ID number, it's always public to everyone, it's often use for logins on 3rd party sites, or to link accounts.
- There a permission asked with yes or no if wish to allow said 3rd party to add a game to your account this is what Sega uses for giving out free giveaways games instead of giving out codes.
The rest is basically whatever you put on your profile that can be public, or not that you set for it, such as displaying your games you own, playtime, wishlist, inventory, friends, reviews, display name, country you set on profile which doesn't matter as can be changed to anything you like, or set to no country, basically just your profile, not your private account stuff as that always private to Steam only it's not shared with any 3rd party.
When you login / link using Steam API it literally tells you what being shared. For example with 3rd party login.
