Unexpected error occured when trying to gift a game/dlc

So, 3 days ago I have sold my CS:GO inventory on my other account, got a little bit of money and I tried gifting Dead by Daylight on this account. I received the error that I have mentioned in the title. I messaged steam support, they solved my issued 1 day later. Now I tried to gift myself on this account and to one of my friends a DLC for this game, got the error message once again. Is there any rule or something that I don't know of that I am breaking? or how can I fix this? (PS: I opened a steam support ticket again to fix the issue and I am waiting for a response)

yeah, using the funds that I got from the CS skins

Also, I want to mention that I was able to gift the dlc to my account on the first try, no errors. But when I tried to gift it to my friend, it gave me the error message

Only Steam Support can help with account and billing related issues, so you will have to wait for their answer.

Then you should probably consider not using wallet funds for gifting games. I wouldn't be surprised that Support tells you that they've removed that ability from your account. You'll have to use non-wallet funds for gifting games if that is the case.

Okay, but why is that happening? Am I breaking any rules or somethin? cause I bought the CS skins with actual money, they haven't been traded or used in gambling so its my money
