limited user cant trade

I don't see any rule say that limited user can't make a trade
but when i invited my friend to trade, steam notified "322 is not available to trade. More information will be shown to 322 if they invite you to trade."
and when him invited me to trade , steam notified "Your account does not meet the requirements to use this feature."
is there anyone here have same problems?

Limited users can trade, but only after SteamGuard has been enabled for more than 15 days.

EDIT: Unless that's been changed. I'll try my limited alt.

Check the e-mail for the dates.

it doesnt get anything, btw, i cant make my enderbros account online. It always says last online 158 days ago!
