You don't see the thumbs up or thumbs down on that page?
Because the former definitely still works.
I can rate stuff perfectly fine. Have you tried on both client and browser?
Then click the thumb up or down.
You open your browser (Chrome, Firefox or whatever you use), log into your Steam account and browse the Workshop.
And it's quite simple to rate: Go to the workshop, select an item and then click either the 'thumbs up' button or the 'thumbs down' button.

I'm coming back after probably more than a year absence and can't use the Marketplace for 30 days. Maybe this is restricted as well? I do own one game that's in The Workshop. I'll try finding that one and seeing if there's a Thumbs Up I can click. Thanks for all the help guys! Much appreciated.
