Oh, nevermind then. You can't send money over Steam, but you can buy a gift from the Steam Store that your friend wants, and send it to him.
Keep in mind that a cut is taken from every market transaction, so he won't get the entire $5.

of course you need use paypal or bank card, You can purchase Steam digital gift cards for any user including limited account that you have had on your friends list for at least 3 day.
Just remember if your friend account are limited, steam gift card cant remove his limitation easy word like example if you send 10$ steam gift card and 10$ you give will be yours so if he spend the 5$ or 10$ steam digital gift he wont unlock his limited account.
